They're both very good characters to me. But I appreciate Bert from a purely academic standpoint (namely how well his characterization and recent development ties in to the core themes of the series; how it reflects the ideology the writer seeks to challenge -fatalism, inaction, nihilism- and represents the perfect counterpoint to the philosophy of the protagonists, among many other things).
Eren on the other hand, is a character I actually grew fond of over time and I've now genuinely considered him one of my favorite (if not my favorite) shingeki since the Uprising arc.

Eren's progression since the beginning of the manga has been a pretty bumpy road (as is usually the case for the characters who receive a fair amount of development: see Historia or Armin for eg.) with its highs and lows, but all in all it's always been a walk "forward". He definitely hit rock bottom during the cave chapters, where his whole character (from his willpower, to his confidence, to the very core of his motivations) crumbled under the weight of his father's actions, but all the following chapters up to 73 featured him slowly reconstructing himself with the help of his comrades and even more importantly, by inheriting his mother's philosophy presented in chapter 71. He may be scarred for life, and he might never get over Armin's death, but he's matured enough to be able to bear all the scars on whichever path lies ahead of him and carry on the hopes and dreams of those who died before him. (I swear to God if he fucking bites it without reaching the Ocean I'm gonna riot)

Bert's character, on the other hand, is the perfect counterpoint to Eren's. Because unlike our main protagonist, Bert (as well as Annie and Reiner, to a lesser extent) has been on a downward spiral from the very start due to his status as a traitor to humanity and mass murderer. He tried to justify his actions to his former friends, pleading for their sympathy and understanding, he cried, he even displayed very intense/extreme emotion when Armin bluffed him for the first time about Annie being tortured. However, unlike Eren who even in his darkest hour had the support of his friends, Bert's desperate calls for help always fell into deaf ears. He couldn't rely on his closest friend, who himself was dissociating in order to cope with his horrifying actions and it was impossible to expect any mercy from his ex-comrades, who now saw him as a "plague upon mankind" (Mikasa's own words).As a result, he became more and more withdrawn, and without any exterior element to trigger a change in his thought pattern, it was only natural for the Bert from chapter 78, the Bert who came to the conclusion that completely giving in to his fatalistic and nihilistic nature was the only way out of the hell that was his mind, to emerge sooner or later.

Maybe creating Titans is part of the Coordinate's abilities. We already know it's not as simple as coordinate=titan control since there's also the part about ancient memories.
There's also the fact that Eren used the armored serum to get his armor power up, but judging by Reiner's thoughts creating armor is something that can be learned. Maybe in the same way the serum is one way to turn someone into a titan, but there could be an alternative way to do it, for example via a command from the Coordinate.

To be honest, I have no idea. Assuming Armin is already dead (as opposed to being agonizing), I think there are so many possible scenarii it's quite impossible to be sure which way Eren will go next month. One thing we know for sure he's that he's in shock right now, and probably hasn't fully processed Armin's death for the moment. He might be able to carry on his soldier duties dispose of Bert and even reassure Mikasa that he's alright when she arrives, since the situation is still pretty tense as the shifters are still alive.
