Kagura's a little rough and a boke like Tomo, but is also more earnest and kind than Tomo. Plus by being more ambitious and hard-working than the others she had a very distinct place in the group. I'm pretty sure I remember an episode where she and Chiyo were getting along well and Chiyo was saying how she respects her and stuff.
