No it's not, it's lazy shading. The wall bricks have horrible detail. The wood on the left just has small scribles to them. The girl elf looks to be like the usual style but it's too broad and cartoony. The glass is distorted making the entire angle weird. Putting too much focus on Ishido and loli witch.
The entire panel doesn't even feel like a Miura page, that is unique, with panel over panels and having a flow.
Everything about this page screams fake.
Assuming this is actually real the biggest question is the background. The group are in the middle of elf island and brick and mortar housing is a bit incongruous for a magic community considering how Flora's place looked. leads me to think it's a dream, again, assuming this isn't the work of a master ruseman

Never, this is the kind of manga you read when you are an edgy teenager with low powerlevel specially in the 90s, as you read more manga and watch more anime you end up realizing how mediocre it is and how the whole medium is a repetitive shallow industry with shit writing and just interesting art styles, japan is great at delivering generic shit to their demographics (shonenfags, haremfags, moefags, fujoshi, shoujofags,etc) but they can't write a good story for shit, they are specially shitter at drama, mystery, romance among other genres.
