I don't know man, most of the A-Class heroes looked pretty weak after the fight with the Sea King even genos was destroyed pretty badly, and most S-Class heroes seemed a bit weak on the Garou Arc.
All-might just punched someone to space, I'm pretty sure it makes him at least a low S, he is obviously stronger than people like Genos, Puri Puri or zombie dude.
