Pap's destructiveness is graded lower than the ants', yet its rated much higher than them as an overall threat to humanity.
The grades are esoteric. Don't make the mistake of comparing them to the straightforward ones in YYH. The S rank doesn't even exist in HxH outside of Ging's video game.

Actually it refers to how badly an individual person is fucked.
A-1 means an encounter is pretty much always fatal, AND the entity is hard to avoid. Like the Brion horde zealously decapitating and hijacking the body of anything in its city.
A-2 refers to permanent, crippling damage like Hellbell's viral bloodlust and possible mutations.
B-1 means an encounter is almost certainly lethal, but if you know what you're doing you can avoid the entity. Like Pap, however it works.
B-2 is permanent damage, but the results are somewhat variable. Like Zobae's insanity-inducing immortality.
Ai can be any of the above. Backlash definitely falls under A-1, while Nanika-esque possessions should fall under A-2 or B-2. Wishing can result in any grade of damage.

Hisoka has been integral to Gon's development and success (Exam, Heaven's arena, GI) and made yorkshin arc a thing. He also plans on killing pretty much every MC and important side character, so that alone makes him pretty relevant I'd say.
