Why do people say Madoka is like Kamen Rider? I just watched the first 8 episodes and it's nothing like Madoka, just some nip jumping around and beating people.
It's not like Kamen Rider in general, it's specifically compared to Ryuki because of some plot similarities and Urobuchi being a huge KR fanboy. If you're gonna watch Kamen Rider because of Madoka, watch Ryuki or Gaim.

People compare Madoka and Ryuki because they use some of the same plot devices. None were exclusive to Ryuki not to mention that Mahou shoujo shows are also very similar to KR.
The strongest similarity between the two shows, had to be the theme of Justice.
When Urobuchi compared madoka to Al-qaeda that was literally what Ryuki was about; after 9/11, they wanted to teach children that there are many forms of justice and they're not all good. It's why the show had to be a battle royale and Rider vs Rider.
