I thought the troupe destroying the mafia was to establish how strong the troupe was while while seeing pika fight uvo was to establish how strong pika's powers are against a troupe member. The arc's job felt more along the lines of introducing me to these characters and what they can do more than accomplishing something significant. I personally had a good time with it.
