Joubin has to be the main villain. Araki has become accustomed to introducing villains early since part 6. He must've learned his lesson from part 3, 5 and arguably even 4.

The most drastic are in part 4 with the Kira additions but there's also been minor changes such as Tomoko going from silly to angry, and in part 1 they practically switched the Dio/Jonathan dynamic to make Jonathan a forgettable perfect hero and Dio have more depth
