They're adapting everything. It wouldn't make sense to leave out one story. Would you leave out the Erlkonig chapter too since it doesn't have a bearing on the overarching plot? Besides, the whole point of this Shigemi chapter and the Hayabusa chapter is to tie up some loose ends before the ending.
