Part 4s music has been perfect to me so far. It feels like a return to part 1 or 2.
Honestly, looking back part 3 sucked in a lot of ways that almost made me lose interest, and I say that even though I love a good bit of it and actually really liked the old OVA part 3.
I'm not really sure what it is, its a feeling thing like there were a lot of episodes that paced poorly and the music was bad/didn't fit in the later half.

In a fitting way, DIO is among the best villains they could hope to face, in terms of worthiness, they have every reason to be enemies by the time Jonathan discovered his poisoning plot, and it escalated ever since.
Kars was a being to be reckoned with, and Joseph's victory was a litterally perfect spectacle of bullshit, but the pillarmen weren't quite on the same personal level as DIO, Kars didn't really respect Joseph as a threat, DIO did.
I hate him, but I also love him, as the saying goes, you hate to love him, you love to hate him, he's a FUN villain.
