Actually naruto's staple ability is a perfect example. Look at how he uses his clones in every fight. Replace those slivers of his own energy with human lives and it makes perfect sense why Shikamaru is the chuunin and Naruto is not.

Yeah, he was the Hawkeye of his team. His ability required him to be really good at using his tri-blade scythe and taijutsu so he could 1HKO his opponents. Dangerous to guys like Gai and Asuma, not so much to people who can spam energy attacks from a distance.
Still one of my favorites because he gave us cool fights and was one of the series genuinely evil characters. And his bantz with Kakuzu made their team one of the best team dynamics in the series. All in all, a 8/10 character in a series full of 3's and 5's
