Well he's clearly fallen out with the shogun in the past, either over their approach to dealing with the Kabane, or the shogun saw him as a threat to their power and sent him off to die. Notice how the stations further out from the shogun's HQ regard him as a hero, but the closer ones are much more wary of him.
The shogun choose to hide behind walls when they have the greatest technology and political power in the country. It's highly likely they were the first to develop a method to kill the Kabane, (after all that's where the experts on Kabane research are). However they refuse to share this information with anyone.
Biba is out there on a suicide mission, doing the impossible. And when it becomes clear that he's not going to die to Kabane, the shogun try and have him assassinated.
He's an asshole, and the shogunate were probably right about his thirst for power. But his motivations seem pretty clear. "Liberation" is just a convenient way of saying "I will be king".

This part of the character is fairly obvious. What I don't get is this whole new fear aspect they added this episode. Why was he always scared of that woman, according to her? What is he scared of? He's clearly putting himself in more danger than he needs to for the sake of fighting against his father. It's also fairly obvious that his father is legitimately a coward that is hiding behind walls and preparing weapons to fight against anyone that resists him (weapons explicitly said to work against humans and not zombies). He's a sadistic killer that thinks he's justified, how does that translate to coward? I don't get it.

We know the shogun had him outcast. It's fairly obvious by now that he was the one to abandon him. Add in the comments from that swordsman guy in episode 5 where he mentions that the shogun is stockpiling weapons meant to kill humans and not kabanes.
