When you think about the beginning of the series, Biba's talk of liberating humanity of its cowardice does make some measure of sense.
Remember in the first couple episodes how disgustingly paranoid everyone was of the kabane? An innocent man was executed simply because the guards didn't want to take their chances searching him for bites, like they're supposed to. And then you think about how unreasonable everyone acted towards Mumei and Ikoma once it came out that they were half-kabane, despite the fact that the two had repeatedly saved their asses. People in the stations are completely controlled by their fear of the kabane.
Ikoma was disgusted by it too, but the difference between him and Biba is that Biba chose to punish humanity for its cowardice instead of eliminate the source of it.

The writers are using the characterization properly though. It's just that all of us don't like this kind of unfortunately manipulated character. Mumei is young, naive, and needy and was manipulated through a combination of all three. Since the plot made sure that all three were in play at the same time, I consider that bit of writing to be well done. It wasn't like the usual anime show that schleps a few ideas together and then moves ahead with an event. WIT and the production staff seem to have a real care for the show's plot.

Perhaps they could have spoonfed the info, but I like how they drifted across the scene with the camera, held focus, then cut to consternation and worry. If you're used to trying to solve Detective Conan puzzles, you learn to watch fast and keep trying to fit pieces together without spoon feeding. It's too easy to get spoiled by constant welfare and pretty soon working is just too hard and tiring to do.
They are in the conceptual inner core of the conceptual defense ring. That would be the physical inner facing side of the middle area. The protective border bridges, the outer bridges, and the middle bridges are behind them. Mumei was the key to the last gated holding area before the inner middle bridges were crossed. Putting explosives on the inner middle bridges is useless because on the map you see they are already in contact with the inner land (no more moat). If Kabane had penetrated that far, then it would be too late because all the dead people in the outer area would become zombies and add to the invading mass.

I think it's a combination of having hard 12 episode deadlines forced on him which any writer would struggle with let alone one who writes from a rule of cool standpoint.

I can understand the Valvrave part of the complaint because of the flash forward future war. Okouchi messed that up. But Geass was never focused on the origins of said magical power in the first place. You never had Lelouch or any other character come out and claim "I want to find out the origins of this power" so they didn't remotely need to dig up an encyclopedia about that. Nobody except lorefags would need to know where that power came from in the context. Calling it a "plot thread" implies that we were ever given any hint that the story would give us a ton of info on pointless backstory. Unless the flash forwards, which happened several times.

It's called making an educated bet on where things will go from here or not all based on the recent track records of both the staff and the producers sensibilities in making shows like this. It was made to draw more otaku buyer audience attention to the noitaminA block which has already been slashed down to 30 minutes pending full on cancellation of the project and to keep it's sponsors from withdrawing and outright killing it. It's already succeeded in that goal so the producers ends are satisfied and whatever happens now they aren't going to give a shit about. It's up to the staff now who can avoid any further potential meddling, this might be a good or bad thing and god forbid if shit gets resolved in even a remotely agreeable way for the viewership it'll actually be a great thing, I just severely doubt the staff has any more reason than the producers to give a fuck because they're all a bunch of popular hacks and figure there's going to be a lot of salt in the coming weeks for the final quarter of the show. Aniplex is a production marketing firm. So the story plots are compromised by the priorities required by the merchandising firms and license buyers. They do everything from requiring a minimum number of minutes to even requiring certain poses. If they want to sell motorcycles, those toy makers will order the screenplay writer to put in motorcycles even though that might be a jarring occurrence.
