well it may not be that extreme, it does make some sense. Think about it
it's analogous to what soldiers go through. When they come back from active service, they leave their brothers behind to fight and have to acclimate to society and civilian life after experiencing the highs and lows of live combat. many of them suffer PTSD, others become homeless, but most of them struggle with the shear boredom of civilian life.
All Might has pretty much been fighting for most of his adult life, putting himself in constant danger and saving the lives of thousands. All of a sudden, he can't do that anymore. He doesn't get the adrenaline and can't help his brothers and sisters who are fighting hard to stop villains and AfO.
He can still teach Deku as well, but he can no longer save him if necessary.
