I won't disagree, my biggest criticism of DXD is fact that the arcs are ridiculously formulaic, it's like watching Dragon Ball Z, where only the thinnest trickle of plot continues between arcs.
It feels organic by comparison. In reality reading Rias' instant devotion to Issei from the get-go was pretty hilarious. Rias stands out because she's actually the only girl that has a relationship with Issei that continually develops, even if it's only little by little, the rest just profess their undying love to him after he helps them by standing up for them or punching a bad guy near them. Having said all that, it was still fun. That's what DXD is, nothing more nothing less.

Well regarding Evil Dragons, it sort of makes sense given that some Dragons are evil. He said that he was gonna do more setup for them around volume 10 but didn't have the time so he had to do something small like mentioning Crom Cruach in a side story that takes place after volume 9. And his solution to running out of pantheons is clearly the other world enemies. He's basically setting up a multiverse where he'll never run out of enemies or characters.

There are parts where Kiba literally does not appear because he needs all the space he can find to talk about Issei and the girls. It's a fucking crime. Kiba, Sairaorg and Saji all have ten times the depth of the girls and it shows. Whenever they appear the content actually becomes interesting.
I was more pointing to the fact that once you introduce a character and explore their past, they become an integral part of the story. Ishibumi will spend a book talking about a character and raising the intimacy between the reader and said character, only to make them a tertiary character in the next book. It more or less ruins the affection and emotion you develop for that character because they become sidelined. It's not something you're supposed to do unless you're changing to a new main character or moving to a new series set in the same universe.

That's basically the downside to these kind of stories. It'd be hard to keep even one group of characters in the spotlight during a book. It's probably also how the fans keep coming back for more because they want to see their favorite characters. For example, if I hear Sairaorg is in a volume and he's important in it, I will drop whatever I'm doing to go read it. Everything that surrounds him in this series is greatness and he's probably my favorite character.
And as for the men having more depth, it's an ironic side effect of harems because the girls are basically just there as waifubait for the crowd, but the author actually has to try with the males because they need to be badass or have a good motivation.
