2004 - GitS, I love Paranoia Agent but it's only worth watching if you care about Kon's directing.

2006 - Ouran, Haruhi (Suzumiya) only good because of the movie, the TV series was middlingly generic like Clannad
2007 - Gurren Lagann, Nodame Cantabile was my personal favorite, but you can't ignore Gainax's best
2008 - Spice and Wolf
2009 - Tokyo Magnitude 8.0, not only the best anime that year, but the best threads on /a/. Everything's going to be daijoubu.
2010 - Sora no Woto
Anything else is too recent for people to even moderately agree with. Give it a few years. Hyouka and Madoka a shit though.

Lucky Star is the pinnacle of manzai comedy. Every character has multiple layers of depth and feel more like actual people, as opposed to the flawless Gary Stu and static, completely forgettable side cast of TTGL.
Lucky Star is simply better written, and better directed. Objectively, of course. TTGL has pretty explosions to keep the kids occupied, us intellectuals are more than satisfied with the character study that is Lucky Star.

I've always had the impression that 00-05 was an awkward shitty transition period from cel to digital didn't had much iconic titles to stand out. Turns out 2002 was actually pretty impressive, superior to most recent years to say the least.

The whole running gag of FMP is that the MC is completely oblivious to the fact that his classmate is in love with him. Aside from that it's a story that makes use of every worn out trope and plot device imaginable. MC is a Gary Stu who inexplicably has military training and is a mecha pilot, half of the plot takes place at a high school, main girl is kidnapped etc etc. It's a cut-paste wish fulfilment shounen mecha romance plot.
It's not an awful series though! I'll go so far as to say that it's perfectly watchable and has its moments, but nothing about it is particularly substantial or noteworthy, and it doesn't even begin to approach the thematic depth and level of character development present in Haibane Renmei.

The advantage of the mecha genre is that it is not so difficult to mix around with any of the various formulas and come out with something relatively unique. Unfortunately, just because such anime can make a setup convenient, doesn’t mean that it is bound to work. Robots work with practically everything, but they don’t serve as foolproof buffers for conflicting themes. This is why anime like Gravion tend to fail, especially when a serious identity crisis is the least of its problems.
To say an anime is made up of two dimensional stereotypes one thing. To be able to figure out every characters’ backgrounds and personalities by just by a quick glance is another. From the very beginning, it is painfully obvious who fits the roles of the tsundere, the shy clutz, the diva, the enigmatic girl, and so on. By the end of the series, absolutely none of the characters comes full circle or develops in any meaningful way (except for their grotesquely large breasts). There are shallow attempts to bring forth genuine character development, but it’s all just phoned in. These interactions are interchangeable with those of any harem anime out there.
The visuals are just as unimpressive. At this point, I think it is safe to say that Gonzo‘s animation division is overrated. With rare exceptions, all their animation work amounts to little more than lackluster visuals plastered with gaudy CG. Even the mecha designer Okawara Kunio reaches an all time low point here. And considering a career as long as his, that’s saying a lot. Regardless, I don’t blame him since he is working with a robot that is… just there. As common as robots are, it means nothing without knowing how to make them integral to the story as a whole. With the amount of effort put into integrating mecha, comedy and drama the inverse of what was put into something that’s actually good like Dai-Guard, it doesn’t really matter what anything here really looks like.

What makes Gravion stick out in terms of poor quality is that, not only was it unable to put together a compelling story by its own merits, but also lacked a quality that can still make any action story work, epic flair. Dai-Guard works without this quality because it has character chemistry in its stead, but with nothing but well-endowed cardboard cutouts for a cast, Gravion is nothing but a harem anime featuring a giant robot.
“Dull, generic, predictable, and nothing you haven’t seen before” are words one can attribute to this series. It is not uncommon for there to be unoriginal and unambitious anime, but only a few offer no reason in the slightest to be watched. Gravion, is one of them.

Would a year with 5 masterpieces, but literally nothing else worthwhile, be better than a year with no masterpieces, but many watchable anime that can be entertaining while it's airing? Could 2015 have been a better year than 1998? I think masterpieces would have a big weight, and 1998 would be superior, but if 10-15 worthwhile anime aren't enough for you, if we assume these numbers for 1998, perhaps 2015 would be better, with its great number of seasonal filler that are probably of higher quality than what you get in 1998. If you remove the top 15 from both 1998 and 2015, perhaps you would end up with 2015 being the superior year.
This is an extreme example, but in other cases, where the year had a smaller number of masterpieces and overall high quality anime, you may end up with very different results based on what you give more weight.

I don't think a year can be measured by making an average of the quality of all anime that aired that year. I think the bad, or less than good, anime should be ignored. If you just take an average, you could have a year with nothing but Dog Dayses end up being considered better than a year with 50 Dragon Crisises and 5 masterpieces, but obviously the Dragon Crisis year would be superior. I think the non-notable anime should be ignored when you look at the quality of a year. The question is just how high you draw the line for what's considered high enough qualiy to consider.
