Eh, not really. He is one of those "saints" that were incorporated out of other heathen beliefs. His legend pretty much predates christianity in the region it originated it and it only got popularized due to the crusades and him being "paragon example of chivalry" (or rather what knights/crusaders viewed themselves as).
In fact, he is one of the most notable early examples of a "saint" just being a heathen legend/demideity being incorporated into the christian beliefs (the myth about the dragon specifically, Saint George was an actual person and his sainthood precedes the legend with the dragon; said legend is just him getting attributed a much earlier legend from prechristianity).

IIRC that's because Hercules is considered "wasted" in the Berserker class. IIRC he is supposed to be Archer while "ideal" Berserkers are supposed to come from close-combat classes (Lancers and Sabers).
It's not as bad as summoning Medea as a Berserker, but just imagine Gilgamesh as a Berserker without having access to Gate of Babylon or Easor SHIROU being summoned as one losing access to UBW)and you can get an idea of how monumentally stupid the idea of summoning an Archer as a Berserker actually is.
If anything Hercules' brute force from being a demigod is the only reason he doesn't incur in an even worse penalty
