I think Strike Witches was the last non ecchi show to have casual nudity. I count harems as ecchi since erotica situations is a stock cliche in those shows.
Iinazuke Kyoutei had some in its most recent chapter.
TV standards got stricter around the mid-late 90s or so and anime today is either on strictly kid spots, or late night otaku spots where it's more likely to be ecchishit where it's the whole fucking point.
For manga it's probably because mainstream audiences (reminder that a LOT of people read manga in Japan) tend to balk at that kind of content even if it's not meant to titillate. Inio Asano complained about this.
