The fact that the only real non-generic plot in a setting like this was fully covered and realized in season 1, and all they could do was rehash basically the same idea from a slightly different angle.
Kogami and Maki made season 1 fantastic....without them utter trash.

It's a great sign that many other anons recognise it. Psycho Pass was riddled with plot holes and inconsistencies from the very start, and those issues completely killed any chance that series would have had of saying anything meaningful about its own subject matter.
If you're able to switch your brain off and want some flashy edgy pretentious crap to watch, thenElfen Lied is still better.
