I wouldn't say that. He has great achievements but he's not even qualified to compete with the top 4. Shin's generation basically got all the left overs and the only one of Shin's generation to even take part in a real challenge was Kyou Kai, cause everythingafter Chu is basically a landslide.
I mean by the time Mouten even makes his grandest achievements, the top dog is practically dead. Who is there to compete with? Well I guess that does make him the #1 at that point.
