She found love and had new priorities. Really, she was only training to be stronger than her father (though she was actually stronger than him). But then she found not only her future husband but a bunch of people far stronger than her father and herself.
Toriyama and other mangaka don't hate strong female characters, they have different values. The women of Dragon Ball are pretty strong in more senses than one. Regardless of how strong the men are, they all cower before the women.

It all makes sense now. Though you should include Krillin too before he got 18 he was always fighting alongside others and helping in all the ways he could. Now ever since he got married he became a complete pussy, spending almost the entire buu saga hiding on the lookout, and was scarred of frieza's solders despite being several times stronger.

It's not just the women, it's literally everyone except goku, vegeta and occasionally gohan when he can be arsed. Characters are introduced, fight, and then either die or become friends and then the character development stops.
All the women are weak because they don't have any screen time devoted to them so they can't power up. Yamcha hasn't been relevant in decades so his power level never increases while krillin is at least around as a punching bag so his power level continues to grow, albeit insignificantly because he's not the hero.
18 was powerful as fuck but then got outclassed in the show and since she became krillin's wife her significance as a story character is next to none so her becoming more powerful isn't meaningful so it doesn't happen.
