Chitoge is up there because she has had the most development and transformed from a literal shit to a sweet and deserving main heroine.
Tsugumi is next because her role as bodyguard cucked her from the beginning, but the reverse trap bodyguard setting was great and her blushes were amazing.
Kosaki wasn't actively offensive, she just didn't do a damn thing. Still the third most attractive and it will hurt to see her tears.
Yui and Haru had great personalities but they were very clearly peripheral characters and left little impact.
The mothers and Hana had interesting moments but amounted to little more than walking plot devices.
I didn't give a fuck about Paula, she got old fast after her first two appearances.
Ruri contributed less and less as Kosaki's wingman (?) until she was only good for her own thing with Shuu.

Chitoge having to go back to America was always a thing. SHe only stayed against her family's will because of Raku and her friends. When she learned that Raku and Onodera liked each other, she basically lost both of them. Because she couldn't stand to sit around and get cucked, but she didn't want to ruin her friendships. So she just did what she would have had to do anyway, just on her own terms.

Your argument that goes back to the oneshot is too far on a meta level for my taste. I'm just commenting on the situation and setup that we got in the final manga. From that perspective, the most I feel is how all other girls got cheated out of their chance, because of random convenient instances of mc denseness and happenstance. The way Komi wrote things, it's less how Chitoge's love came to fruitition, but how everyone else lost. I feel the way Komi wrote things are unsatisfying. Chitoge won because she was luckiest in story and Komi wrote everything, so she'd come out ahead, instead of conveying a feeling that they really are best for each other.
