I don't think there's any way to check if any of the relevant networks forbid depictions of homoshit, but Japan has really weird standards about what's okay to show when it comes to gayness (especially with gay dudes).
For instance, there was a bit of a stir somewhat recently when an HIV awareness billboard (designed by a gay artist and targeted towards gay men) ended up getting censored on the grounds of being "too explicit". In the very same district, there was some sort of installment targeted towards straight guys that featured either a naked or almost naked lady that was never censored or asked to be taken down.
TL;DR the mere concept of gayness is thought to be more sexually explicit so confirming a character as gay within a show carries the possibility of the studio getting in trouble for breaking contract.

I personally don't see him as undeniably gay, especially for Mitsumune specifically. It's more like he wants to exert power over someone.
