Mods can check and look up any poster's IP they want, but that's not the same thing as viewing IPs when they lurk threads and have no reason to inspect all or any anonymous poster that doesn't catch their attention. They can only see IP by location, but even that doesn't say much about who is who in a thread unless they inspect each one. Most proxies are already automatically filtered and things like Tor have addresses that doesn't require the exact IP to be noticed, so they are a moot point.
