In my opinion, the way the story is structured.
Breaking up each part with its own unique setting, stories and cast of characters helps it feel fresh despite being older than almost any other shonen.
Countless other shonen titles feels like they drag, but with each Jojo part we get a self-contained conclusion that actually feels like a conclusion instead of a lead into generic tournament arc #3456.

Tsurugi will probably stay with Joubin when the family splits, his liking for Yasuho won't be enough to convince him to betray his own father.
Hato being a minor antagonist is more of a guess than anything but if Norisuke does die I doubt she'll forgive Gappy for literally being the cause of all the rockmen invading the Higashikata mansion
Seriously, people are dismissing Joshuu as a character way too easily just because of someone who shitposts him. Joshuu isn't a convential character and just because of that people don't think he'll be a major ally, or a brojo, but he has the most potential for development out of all the cast. He's a spoilt brat who hated Gappy for coming into his house, taking his room and also stealing his love interest but after Shakedown Road it was shown that Joshuu could have clear, actual reasonable thoughts when he was talking about how Gappy wasn't a bad guy. Joshuu and Gappy will mirror Okuyasu and Josuke, they both start off as enemies but after some conflict and chance to bro-up with eachother, they'll genuinely become competent allies.

Hato's barely been relevant at all until this most recent chapter, Joshuu doesn't NEED to fit into the Okuyasu archetype though since it's part 8, but he does bear some similarities.
I see Yasuho more as the Koichi of this part instead of the Brojo, and honestly we have no clue how long part 8 will be, and what could happen in it. Part 8 is VERY different compared to all the other parts, and it's finally reached a turning point since Damo's arrival in the household. It's not too much of a stretch to imagine that a solid part 8 crew may be formed now, and when it happens we'll see. It's Araki of all people, if he wants Joshuu to be made into the brojo he'll somehow find a way.
