You know, I think that Goku honestly wanted to retire from the frontlines after Cell, if he didn't die, go home and be a family man. Gohan was the first to reach SSJ2. And if Goku's SSJ3 is superior (at least in terms of raw strengh), Ultimate Gohan was even more powerful.
Also, Gotenk and Trunks turned easily SSJ despite their young age, and combined Gotenks went easily SSJ3.
Then in BoG Vegeta surpassed briefly Goku (according to Roshi) after Beerus bitchslapped Bulma. Now I'd say Vegeta and Goku are roughly equals (hard to say really), except when goku combines his SSJB with the Kaioken (a technique Vegeta doesn't have). But then mixing it is really dangerous, so maybe he'll never use it again.
So Pan (who is shown to have an enormous potential already, and a better fighting spirit than the other hybrids in end of Z) surpassing Goku at one point or another is not surtprising. It even is to be expected, until Goku get yet another power-up.
