Other people can qualify, but the legitimate grail is only supposed to allow Hassan. Because those are the only Assasins that the three families could guarantee are still legitimate heroes, and because the Assassin class was meant to lose in the first place. Only the three knight classes were supposed to win.
Assassins other than Hassan are usually closer to anti-heroes, they are not true heroes. The grail was originally set up to limit it so only true heroes could be summoned, before it was warped.

You had two servants whose entire schtick was having legendary weak points in their super armor - Achilles and Siegfried. Them revealing their identity by using a NP would be a risky move because of their well known legends and weaknesses.
Siegfried dies before his identity can be revealed and that weak point ever comes into play (it still doesn't matter because it never comes up for Sieg).
And Achilles' identity is instantly revealed when Chiron recognizes him despite him never using a NP, and Chiron does target his heel at first, but then drops it and nobody ever aims for it again because Chiron doesn't actually need to due to being divine, they have their fight, and then Achilles dies saving Atalanta in a situation that had nothing to do with his heel.
So, yeah, I'm mad.

He felt the blood suddenly draining from the back of his head. Faldeus scanned his surroundings, slowly, to not reveal his own restlessness. Doing so, he saw darkness. One of the monitors affected by the noise was showing the outside of the penitentiary. In it was the shadow of the forest, out of the reach of the illumination. Faldeus’ eyes were drawn to the impenetrable umbra, specifically the small white object floating in its center. The monitor was one of those that were linked to a familiar. He instructed the familiar to approach the darkness. Soon Faldeus became sure of it. That the object in the darkness was a malformed skull mask.

There’s no mistaking it. That skull mask is Assassin’s. Did my summoning work? No, it could be the Assassin that had been summoned as a sacrifice.
As guesses raced through his mind, the fluorescent lighting once again lit up, the white mask disappearing with it.

The instant he produced that murmur, the fluorescent lights directly above him went out. At the same time, a voice spoke to him from behind.

Faldeus could just barely recognize that it was a male voice. But it was an inorganic one that did not betray age or build. The voice whispered to Faldeus from right behind.

At that moment, Faldeus was prepared to die. He received a premonition of death so clear that it told him that whatever he did there would end in futility, that none of the magic at his disposal could save him. He did not know what was behind him. There was so little he could feel from it that it even felt like the darkness was infinitely expanding. It wasn’t that the voice possessed deadly intent. The opposite in fact. The voice behind him had no presence to it. It was like a space of nothingness in which not even air existed was talking to him directly. The voice was so non-existent that he even considered that it might have been a phantom voice born from his delusions.

She's mastered eighteen Zabaniyas, all of them good enough to be an ace in the hole, and she's obviously incredible for doing this, but if you look at her skills all she's got is Presence Concealment and Zealotry. At A- her Presence Concealment is ranked the lowest of any Assassin affiliated with the Hashshashin, and Zealotry is pretty much just there to represent that she's too much of a fanatic to let herself be influenced by mental attacks.
Meanwhile, Hundred has mastered over a hundred different skills and specializations. That's also amazing. I don't think it'd be wrong to say he's the most versatile of the Hassans, even more versatile than the Zealot, but he doesn't seem to have any sort of strong trump card.

It's because of the contradictory nature of a "Heroic Spirit Assassin". The mark of a perfect assassin is absolute anonymity. If you can kill someone, leave behind absolutely no evidence and make it pretty much impossible for anyone to learn your identity to the point where it's literally impossible to leave your name behind in history, that's when you can call yourself the greatest assassin.
Conversely, the more famous an assassin is, the shittier they were at their job. It doesn't matter how skilled they were, the fact that they actually gained fame as a result of their actions is proof of their inadequacy as assassins. That's why, to the Holy Grail, someone like Li Shuwen is a shitty assassin. He's an amazing martial artist and killer, but he became too famous to be considered a proper assassin.
This logic, however, creates a contradiction. If the greatest assassins are completely anonymous, then they cannot become Heroic Spirits and thus cannot be summoned by the Grail. The Fuyuki Grail, thus, has a compromise where it summons the "origin" of assassins, the Hassans. However, the Hassans are not true Heroic Spirits, as they were never properly recorded into the Throne. They are closer to wraiths, much like the nameless Assassin of the Fifth Heaven's Feel who took on the role of Sasaki Kojirou. Incidentally, Gilles from the Fourth War was also a wraith and not a proper Hero.

Foundation of Chaldea's summoning system is "A place where heroes gather" potentially using a piece of the round table as part of the catalyst to create the system.
There have been three successful summonings in the history of Chaldea to date before MC came along. MC seems to use Mashu's shield which is the core of the round table to summon people.
The Fuyuki system only had one war in Chaldea time-line, and it was the fifth war. Arguably Chaldea created their summoning system first here.

Seems obvious that they don't really put limits on their summoning system like the Fuyuki system tried to do as well. Fuyuki system only wanted to summon these few particular things, while Chaldea is happy to summon almost anything in the throne.
Because its no longer limited we're seeing all kinds of strange shit now. Anti-heroes, fake heroes, or otherwise.
There's a lot of crazy shit in the throne in reality, and the only thing stopping it from being summoned normally is that it would just be very uphill to find a catalyst for such a thing.

He uses 守護者 specifically with what we translated as Counter Guardian. If he meant Heroic Spirits, he'll say 英霊. He never mixes them, he's not a secondary, after all. And are referred as "呼ばれる英霊もどき." That's why I tell you to not try to put Guardians in level of Heroic Spirits, because Nasu evidently doesn't.
I have no doubts that PM is one of the threats the Grand Servants might deal with, but, going by Nasu's own words, if 7 of these mocks Heroic Spirits can deal with him, I frankly doubt that it needs more than a Grand to put the dog down.
