I think it's pretty different from most bukatsu/sports manga anyway. If you compare the beginning of Saki to Shinohayu it gets pretty obvious. Saki, joins club, there's a clear aim to go to the nationals, that's the conflict that drives the show. While in Shinohayu it's fluid. The overarching theme could perhaps be Shino looking for her mother, but it's not something that is closely linked to the mahjong (not at this stage in the manga anyway). The main plot is rather weak, instead the focus is on developing the characters. And if you're not in the saki-fandom to begin with, the character development maybe feels pretty pointless (What's the point of learning Hayari's backstory for example?).
I think if it were to be animated it'd go closer towards something like Bamboo Blade.
