Remember when she was able to dash in and attack a Marine before he could stop her? Where was that speed when she was fighting them? Because if guilt by association or enabling is in play, Robin is just as guilty of not stopping Crocodile's action seeing as he was with him for 14 years, at most seven times longer than Monet was with Caesar (unless she showed up earlier which is a possibility but at most could have only been 10 years in the time frame).
