I, pretty strongly disagree. This is one of the few times where the dub REALLY is better. And this is one of like, 3 shows ever I would say that for.
The main cast is all really good, the writing pretty well done, and it's one of those shows where it very explicitly takes place in America, and all the characters are definitely speaking english in universe. It comes across as really weird in Japanese.

...what?Paradigm City is literally New York City dude. Not to mention all of the text in universe is in english. The whole thing is VERY western inspired, and intentionally given a very western feel. Batman TAS was the primary fucking influence.

By technicality, no, there is nothing saying a translation can't be superior to the original. Something could be kinda shitty in it's original language, and translated by a more competent writer. Not that I'm saying that's what's happened here, just that it's possible.
But in any case, a sub is still a translation, just one not bound to trying to lip-sync, or fit the time space allotted.
Big O has relatively few shots of moving mouths, and pretty laxed pacing, allowing for a great deal of creative freedom for the dub writers. The dub and sub are pretty close, the only differences really coming from slightly different terms.
And specifically in The Big O's case, several of the lead voice actors are better in the dub, more critically Roger Smith himself.

I'm not judging it based on whether it takes place in Japan or not. I always hate when people justify liking dubs just because the show is "in English and thus it's weird that they're hearing Japanese". I just think the dub for Yu Yu Hakusho generally just works better in terms of acting.

I'm not even sure what you're trying to convey here, but Paradigm is literally a post apocalyptic New York City. Every sign, newspaper, and TV is in English. The characters are clearly supposed to be speaking English.
