Well last time I was paying attention to the Rance/Alicesoft games general, the fan translators were working on some of the Rance games as usual. Then they got hired by one of the big H-Game publishers who's working with Alicesoft to bring games over all legal-like, can't recall who atm. So they can't release translations for Alicesoft games for free now because they're working for those guys now.
Doesn't mean they aren't still translating anything, at least according to them, just means they can't just toss it out into the internet.
