If I remember correctly the context of this was that he was responding to "why do anime characters have western features" and he's pretty much saying to not sweat the small stuff. It doesn't really matter if a character is blonde or not. The interviewer was also asking about how they felt that an Asian wasn't casted in that movie and none of them cared.

He was talking about the casting in the GitS movie coming out. How it's just fiction so a westerner playing the main character is perfectly fine. Some high school girls were also interviewed and said that a westerner made the movie more anime-like because Anime characters don't look Asia.
