If world lines are different train tracks, it's not that each track has a train on it and reading steiner lets you jump between them, it's that there's only one train, but time travel causes the train to switch to a different track and reading steiner is required to know that you weren't on that track the whole time.

Well the PhoneWave is pure plot device, although the idea of data transmission to affect the past rather than physical time travel is a novel idea.
The MEEG machine itself would technically not work as all it would be detecting are surface, cortical activations. It'd also be extremely broad spatially and temporally. In order to record and copy memory impulses, you'd have to map the contextual maps in the Hippocampus and the associated areas it links to. Even then, it's not entirely clear if memories can be transferred solely as impulses that are not endemic to a specific network of brain structures. Though, there have been experiments in rats where a microchip was substituted in for a set of neurons that were identified in a specific maze navigation memory and said microchip functioned perfectly as the substitute.

Back when S;G aired, we only knew about the awful C;H adaptation and word of mouth from people who had played either S;G or C;H in moon. And there had been pretty much no good VN adaptations at that point (even today they're scarce). Plus, Whitefox only had Katanagatari (which is great but got done on a monthly basis) and Tears to Tiara under their belt, so S;G could have gone either way and few people seriously expected anything out of it.
It was a big surprise when S;G turned out to be great, and slowly got more popular as it went along and word of mouth got more people interested.
