Saw it as a kid and loved it, rewatched it as a kid and I feel like it still holds up. I've only ever seen the dub, but I would love to see it in Japanese with subtitles.
It's a shame that Sonic as a whole went to shit, but at least we got a nice OVA like this when Sonic was still a cool character with good games. I bet if Sega outsourced development to another studio they could easily make something as fun as the original games. I played a fan game a few years back that was really popular after its release and I felt that it had the same quality as the originals and was amazing that one guy could make a game so much better than the people who own the fucking rights. Damn I need to find that game again, it had like 6 musicians doing the music.
Oh, but the thing I like most about the OVA is that the art is exactly like what we saw in the opening of Sonic CD. That was nice.

Sounds like Before The Sequel and After The Sequel. While everyone else couldn't get a full project done despite the Sonic Worlds engine being fairly easy to use, LakeFeperd had an admirable work ethic and made three good games back-to-back. Check out his current Spark The Electric Jester project, too. It's got the same people doing the soundtrack.

OVA was done by Studio Pierrot
OVA looks noticeably worse than CD's animated sequences...particularly Sonic's designs which look far better in the CD Cutscenes
