The whole point of the Adventurer class is to be able to try out various skills easily so you can decide which one you want to specialize in. Then you job change out of it and enjoy non-shit stats.
Kazuma just managed to cheat the system by getting free access to skills that normal adventurers would never run across (Drain Touch) or wouldn't be able to use nearly as effectively (Steal, Bind, Snipe) without his absurd Luck stat. Even then his setup is only really useful against regular humans though.

The narrative in KonoSuba is honestly pretty tight. If something is mentioned, it almost certainly will come up again later.
In this case, the throwaway "could you help pay for some of the damages" actually hints at a bunch of stuff. First off, they're only paying SOME of the damages, so somebody else must be footing the bulk of the bill. When we finally meet the landlord we discover he's a complete jackass who'd never part with his cash, so where did that money come from?
Not coincidentally, later that volume you find out Darkness comes from a family of upstanding nobles.
Anyway the point I'm getting at here is that you shouldn't be getting mad at why the party had to pay/Kazuma got arrested. You should be asking why it even happened. KonoSuba is a story that actually tends to answer the questions it brings up.
