I've read both. I totally get that he's a plot device, but he's hardly a blank slate either. Stuff like him taking the piss from the populace or allowing himself to be villainized for the Sea King thing are very much his character moments, instead of catalyzing others. He's got his motivations and goals and struggles and stuff, as much as any other character I think. That said he /is/ basically the centre of the universe and every other character arc revolves around him.
