How strong are Tenshinhan and Krillin by the end of Dragon Ball Z?
We know Tenshinhan deflected a ki blast by Super Buu who had absorbed Gotenks, and Krillin (in a filler ep) headbutt Imperfect Cell hard enough to send him flying.
Were their power levels big enough to beat Frieza by then?
It's a difficult question to answer since the Frieza and Cell sagas are very disconnected. It's classically required a super saiyan to defeat frieza and I'm pretty sure the only person considered strong enough to be on the scale of a super saiyan is Piccolo as a super namek. Tienshinhan's ability to deflect a ki blast might have been facilitated by Buu's lack of control.

The answer is no. EOS Krillin realistically tops out around Ginyu level. There's never been a point in the story where Krilling could challenge Frieza.
Tien might give 100% Frieza a few solid minutes of trouble, but before long his stamina would run out, like it does every time he fights. He's never been able to finish a fight, and Frieza on the other hand has ridiculous stamina.
So no, neither of them have much of a chance against anyone Frieza's level or above.

They could tank planet level attacks like they're nothing. They'd die for the same reason Goku and Vegeta die when a planet explodes, vacuum.

Tenshinhan stopped(for a little while) 2nd form Cell who was LIGHT YEARS above Frieza considering he could fodderize the androids that in chance could fodderize super saiyajins that could one-shot Frieza.
