From his interviews the reason the mangaka fleshes out the other students so well is to delay writing more on the Deku/ All Might plot line because it depresses the shit out of him. It gets me too. I think the reason Deku is so great is because he gives timid, passive people hope that they have the potential to do great things if the situation called for it. If I had one thing to say I do not like about Midoriya is how flawless he is when it comes to the moral scale. He has the ideal hero mentality, just lacked the confidence, quirk, and body. Don't get me wrong, that's the point of All might choosing a proper successor and he's found the perfect one, I just wish he had some level of selfishnes or another character flaw or was even more confident in himself (but he's getting there already in the manga), but that's just my personal preference.
