He is a dumb fighter. He's so incredibly arrogant that he allows his opponents an advantage simply because it'll entertain him. Piccolo is a smart fighter. Dabura is a smart figher. Perfect Cell is not.

Imperfect Cell was such an awesome antagonist. He used stealth, was super creepy, had such a distinct look and fighting style about him. He was such a great contrast to the Androids too.

He wants to be perfect in every way. Not just raw power but technique as well. That's why he would handicap his power level in order to beat his opponents at their level. So they can't use any excuse and accept his superiority.
He was incredibly arrogant though, that was ultimately his downfall. That said, had Gohan not disintegrated him via some ass-pull father-son kamehameha he would have grown closer to perfection.
Hit from DBS reminds me a lot of Cell in that regard.

Hit and Goku aren't fighting to the death though, so I feel like Hit would rather use the opportunity to train himself further as he clearly has no one even remotely on his level in his own universe. Had it been a fight to the death I think Hit would have ended it much faster.

Why didn't Perfect Cell just blow himself up in space a bunch of times and use his regeneration and saiyan like abilities to grow stronger after every injury to keep getting stronger. He had such a broken ability regeneration +Saiyan like healing after every battle=gg dbz verse.
