Having CC ambiguously address her final lines to Lelouch---and having one other human being nearby in earshot, who resembles Lelouch---well, that was an artistic choice made.

1. It isn't in Japan which sucks (the scenery is terrible, the architecture, vehicle design, everything looks bad)
2. Not one pretty character (it's like they intentionally made every single one of them ugly)
3. No relatable characters (no one to root for)
4. Everything is so grey and dark (there aren't any lively colors)
5. The animation sucks and looks outdated
