Usagi was originally supposed to have silver/white hair all the time which would have made her look less like Minako, but the producer or some higher-up said that yellow hair would be more eye-catching for the girls it was aimed at.
Minako and Usagi also have slightly different shades of blue eyes, and in the manga Venus's eyes change to gold when transformed.
But yeah, looking similar was intentional because she is a decoy stand-in to protect the real princess.

I always thought that if there was a change for a Yuri pairing in OG anime, was between Minako and Makoto. Ever since R, whenever they get a power upgrade, every girl got a dedicated chapter. Minako and Makoto always got the power up in the same chapter.
