Rei does have a soul, though. More of a soul than Asuka even, given that Rei's soul is Lilith, who has among other things the most powerful AT-field detected.
Asuka has a lesser soul that Rei (Lilith) gave birth to. So Rei is in EVA's lore biologically and spiritually superior to Asuka.

So Rei was able to hold on to her own personality, while Asuka never had one and was punished when she had to face the truth. Rei through introspection and personal growth reached a level Asuka never could. Rei is that much stronger.
This is the canonical truth NGE presented.
In NGE, human beings are Lilith's offspring, and Rei is Lilith herself in human form. So Rei is Asuka's "mommy" if we go long enough back.
