Just listen to the varying length and intensity of those vowels and the pitch of her voice in the dub.
Whether you want to argue that is the VAs skill being very low or very high is irrelevant. What matters is that the way she makes Hotaru talk really sells her autism, her instability, and her unflappable obsession with candy.
The sub however, the seiyuu simply uses a straightforward, assertive, and demanding tone, which while done very well, is the same cut and paste shit she's used probably 70 times prior.
Now, the part that really shows my point, is that part where Hotaru is inexplicably flying toward Coconuts.
In the dub, there's yelling, there's echoing, there's drama fitting such a seemingly intense scene.
The sub, however, literally the same tone, volume, everything as any other point in the script. She just fucking sounds like she's just sitting in a chair, talking into a mic. Which she is.
tl;dr Dagashi dub conveys Hotaru's insanity far better.
