If you think about it, for most of the main cast, powerlevels have stayed pretty much consistent. The only reason why we're so exhausted by all this high powerlevel stuff was that the story was focused on some of the most powerful ninja in history; Obito, Hashirama, Madara, Naruto, Sasuke, Itachi, Kabuto, Nagato, the Akatsuki, etc. Most of the other ninja's got stronger, but they stayed within reason because they weren't buffing up to fight literal gods.Chouji for example would get his shit wrecked by Naruto, but he's still an A rank ninja in their world and could probably go toe-to-toe with some Kage out there.
