Because LN adaptions. LNs are still doing the same shit as they have been doing for years now so it is represented the same with anime that keeps adapting them. Though we are now moving on to a new era of reborn/transferred to another world anime/LN being popularised.
That doesn't mean there is nothing new though, as there are still plenty of shows that broke the mould over the years.

Because the trends haven't moved and the buyer-base are the same people/kind of people over and over with only compounds the problem further. Anyone who does have "good-taste" generally aren't willing to spend the copious amounts of money on the Blu-Rays (which generally form the primary revenue base of anime) as opposed to the generic otaku crowd. The only exceptions in recent memory were SnK/AoT and a greater focus on the female-audience intended shows (following FREE and the like).
TL;DR Those who actually support the industry monetary-wise are the ones with "shit-taste", so stagnation occurs for the sake of profits.

Lucky Star was 9 years ago. It ushered an age of trash moe.
That age is now passed.
In the last 10 years there was certain anime that totally changed the landscape and spawned countless imitations.
The latest fad was born from rebirth webnovels. Where characters die in the real would to be reborn in a fantasy wold.
This is about 2~3 years old. And only now we're seeing it made into anime with the last two seasons. Technically it all started with Sword Art Online but evolved from there.
Mecha seems dead. Especially realistic mecha. It's not making money I guess. It was literlaly replanced by "cute battheship girls" "cute tank girls" "cute insert name girls" this apparently sells better as it combined obsessive waifu fandom with otaku shit like guns, cars, trains, whatever...
CG is on the rise. And since Infinite Stratos aired back in 2011 we had at least 3 or 4 of it's clones a year! This was probably he most influential anime in the last 5 years as the old style Harem anime like Love Hina totally died out in the face of these "military school" anime with cute girls maybe riding mechaa or not but they battle.
We've seen the death of the rolling shounen with Bleach, Naruto and One Piece.
And while they Anime is dead it appears the general WOW like shounen are no more.
While My Hero Academy is a strong contender for a good long lasting shounen it appears to be that nothing can get to the Shonen Trifecta status anymore.
