I used to use him, but he requires a tribute that could otherwise swarm or do crazy shit. He's alright once you've already set your field up, but by then you should be able to OTK already. Getting mask change to your hand in a non-Mask change deck is impossible

It's still okay to run Mask Change II in a non-HERO deck, as long as your strategy doesn't rely on it and most of your monsters are dark. Look at BA.
