That was the point of this scene. It gets it out of the way early.
I don't think the point of watamote is to waste time building up justification for her behavior, but rather just to deliver a broken character right from the start.
The writer used stories from their past and someone mentioned that they didn't want to include things like bullying because they didn't want to relive it.
If you're looking for justification for her character it's not really there, sure. But the point of it is to make a cute character that clearly suffers from social anxiety (and probably some traumatic shit like bullying if it were more realistic) and take this character with all her flaws and put her in a slightly less serious environment for people to enjoy.
(pic related happens in the first 5 minutes of episode 1 and I think was basically there to let you know that what follows is the result of her being broken, not justification for it. They get it out of the way early because like I said I don't think that's the point of the show).
This leads to a lot of people who don't understand the appeal of the character to think it's all unjustified and she's a piece of shit. What it really means is the show just isn't your thing. Just move along and find something else.
