Destroyers didn't have armor because they had an auxiliary role. They'd swarm around the main battleships protecting them from subs and mines while providing scouting information for the big guns on the battleships.
In WW2 the focus was on aerial combat, since planes had a much larger range than big artillery pieces. You could bomb the shit out of their big guns from 50 miles away.
So they'd have to have aircraft carriers too, for fighters if nothing else.

A battered Harekaze with a desperate captain Mike asking for any assistance, and Ooarai's academy ship ended up receiving the hail of the most wanted ship in Japanese territorial waters.

It's the same script writer.
The thing is, warships are not designed to operate independently for very long. So there is only so much they could do with the "every stay on the ship" angle. The comment about mutiny/treason would need to be discussed in more detail, because it is factually impossible for an unprepared ship to oppose a full navy when they don't even have access to a repair dock or resupply line. In every story where a ship mutinied, the ship captain did so intentionally and as such had a plan for what to do already. I doubt their ship in this anime had anything more than the bare essentials on-board, so they would either have to get back to home port and deal with the fallout, or betray Japan entirely for real and seek foreign aid.
I have no idea where the story is really going. I guess GuP actually had a flash foward to show you where it would lead, but this anime does not offer that luxury.

Kongou's exceptional performance in gunnery drill was 5%, I kid you not. We really would expect about 3% accuracy or less in a capital ship engagement starting from the range of 25000 yards. You are expected to expend most of your ammunition in the process of the gunnery duel.
Of course, that LCS was firing point blank range at Harekaze given how good the FCS is on modern warships. All those misses would almost surely be deliberate.

You are talking about triple expansion ships prior to WW1 if you are talking about 20 knot vessels. A coal fired engine during the turn of the century will get you that sort of performance envelope.
