Abe's remarks followed a meeting of the Committee on Intellectual Property to explore ways to strengthen and clarify Japan's laws on copyright infringement.

In particular, it focused on video hosting sites. The committee is considering the disclosure of the identities of illegal website managers, the shutdown of their websites, and their removal from search engine listings.

While video hosting sites currently exist in a gray zone, since they usually derive their revenue from ads rather than selling illegally obtained materials and since their main purpose is simply hosting videos, an investigation has shown that the majority of illegal videos are watched through these sites.

They do it all the time in government on purpose. Even when deciding very specific offenses they will give legal leeway for legal people who speak legalleese to be able to get away with what the judge agrees to allow them to do.
Its also the primary reason the financial industry doesn't openly define insider trading. They want you scared by the possibility of arrest and prosecution more than the actual chances of it, because they have no chance of catching or prosecuting everyone. In fact, this is why court cases that make it to prosecution have high rates of conviction.
They only hold the trial to show how right they were to hold the trial most of the time. Its a dog and pony show.
Incidentally most people in jail now took plea deals for less prison time which oddly enough gave them prison time in the first place. Most wouldn't ever go to jail if they went to court.
