Gunpowder does not behave like explosives. I can't stress this enough. Gunpowder is like gas. It burns releasing expanding gases in a relatively slow and predictable manner. Explosives detonate producing expanding gases in a near instantaneous and otherwise uncontrollable fashion. If you tried using explosives in place of gunpowder it would kill you. In Vietnam soldiers would booby trap ammo crates by changing out gunpowder for C4. The explosion was guaranteed fatal.
If the MC's gun uses steam to shoot a projectile that then detonated an explosive it would work and still be hopeless for any kind of gun as we know it - which in the story would make sense.
